Navigation should be consistent
Develop a navigation scheme that works, and users will come to rely on it
Be consistent when designing navigational element
Being able to predict where things like navigation menus, buttons, etc. are makes navigation easier. Keep important elements in the same place on different pages within the site
How does the new Department of Psychology web site measure up? How about the University of Alberta web site?
